Assignment Title: final evaluation for the “Empowered Citizens Enhancing Accountability of the Education Reform and Quality of Education in Moldova” project

The AO ”Centrul Analitic Independent Expert-Grup” has received financing from the World Bank toward the cost of the ”Empowered Citizens Enhancing Accountability of the Education Reform and Quality of Education in Moldova”, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include carrying out the final evaluation of the Scoala Mea project, focusing on the assessment of its effectiveness, sustainability, paying attention to context and processes. The contract period will be September – December 2018 and a total of 50 man-days for this effort is estimated.
The detailed Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest.
The AO ”Centrul Analitic Independent Expert-Grup” now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- Professional experience in using evaluation methods of similar projects and in conducting similar studies, financed by international financial institutions (at least 5 years of experience) (30 points);
- Knowledge and expertise collecting and analyzing qualitative and quantitative data, including conducting interviews, development of monitoring indicators, and using data for causal claim-making (30 points);
- Proven knowledge of the educational sector (20 points);
- Knowledge of the social accountability, citizen engagement, and/or governance sector (20 points).
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” January 2011 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the consultant qualification selection (CQS) method set out in the Procurement Regulations.
